September 2013 Luncheon
|
|
The luncheon will be held at the Princess
Anne Country Club our guest speaker will be CAPT Michael “Jake” Johansson,
USN, Commanding Officer, Naval Support Activity Hampton Roads in Norfolk,
VA. Naval Support Activity Hampton Roads supports six bases on 4,600
acres spread across Hampton Roads and North Carolina. They have a population
of 25,000 on their assigned installations, to include 59 tenant commands,
45 Flag or General Officers, and 14 Senior Executive Services officers.
They have 10 housing communities - 1,100 Homes - 4,000 Residents. Additionally,
they support NATO headquarters and the Joint Forces Staff College, which
is a premier multi-service Education Institution. Captain Johansson
served as Naval Aide to the Vice President of the United States from June
2004 to November 2006. In 2007, Captain Johansson was XO and commanded
the World Famous Skinny Dragons of Patrol Squadron FOUR in Kaneohe Bay,
Hawaii deploying to Ali, AB, Iraq. In 2009, he was assigned as the
Deputy Operations and Maritime Readiness Officer at Commander, Naval Air
Forces, Pacific. He reported to Naval Support Activity Hampton Roads in
April 2012. |

President’s Message
Fellow Officers and Spouses:
Congratulations Hampton Roads Chapter MOAA
– you have been selected as a 2012 Levels of Excellence Award Winner –
this is the 10th consecutive year we have achieved this award. My
friends this doesn’t just happen – it is because of the dedication of your
Chapter Officers and Board of Directors both past and present working hard
and with sincerity for the good of not only our members but for all of
our military family. Our efforts help all officers and enlisted personnel
and their families. We reach out to active duty, retirees and those
who served for any period of time. Your Board Members also serve
as Committee Chairs that work diligently in the areas of Legislative Affairs,
Community Affairs, Publicity, Information Systems, Newsletter, Webmaster,
Transitioning, Council of Chapters, Congressional Liaison, Personal Affairs,
Active Duty Liaison, Auxiliary Liaison, Programs and Membership.
These are the troopers who work hard to serve our Chapter and culminated
in our 10th well deserved Excellence Award.
We are continuing the same aggressive approach
in 2013 however it is all for naught if we do not maintain our membership.
Our Membership Chair, COL Larry King, USMC (Ret) has reached out
to all of us time and time again to renew our 2013 membership. Recruiting
new members and renewal of current members is the single most demanding
challenge for your officers and board members. We need your help.
If you have not renewed for 2013, please do so now. If you know a
fellow officer who is not a member of National or our Chapter, please talk
us up and encourage them to join. Give us a lead – their name, address,

Some of your Board Members are pulling
double duty. Please give some thought to serving your Chapter in
a more active manner. We need help in the following areas:
Active Duty Liaison, Military ID Card Renewal Notification, back-up for
Personal Affairs, Publicity and Newsletter publication. Remember
Auxiliary members are a key part of the Chapter and can serve in all of
these capacities. Looking forward to hearing from you.
The VA Claims Process has received considerable
attention lately however, the long, long delays experienced by our veterans
is touted by all as unacceptable. What can we do? Perhaps we
can get a volunteer, an advocate to research, in detail, the situation
and provide information to our Chapter members to assist in the process.
Please give this idea very serious thought. Please come out and join
us at our Luncheon Programs.

Summary of 2014 Initiatives
Adopted July 17, 2013
JLC 2014-01 That the Governor and
General Assembly support competitive compensation authority and funding
for DVS claims agents.
JLC 2014-02 That the Governor and
General Assembly adopt budgeting/legislation that will allow the continuance
of base funding for the Virginia Values Veterans (V3) Program to support
hiring and retention of veterans, particularly those who have served during
the past decade, and those returning from deployment.
JLC 2014-03 That the Governor and
General Assembly continue and increase funding for the Virginia Wounded
Warrior Program as a priority in the development and approval of the 2014-2016
biennial budget.
JLC 2014-04 That the Governor and
General Assembly enact legislation to permit the electronic return of absentee
ballot by overseas uniformed military voters.
JLC 2014-05 That the Governor and
the General Assembly approve funding in the 2014-2016 biennial budget to
move the Homeless Veterans Program forward. Up to $450,000 in FY2015 and
$970,000 in FY2016.
JLC 2014-06 That the Governor and
General Assembly provide one-time funding in the FY2015 budget to commission
an update to the 2010 Virginia Tech report “Assessing the Experiences,
Supportive Service Needs and Service Gaps of Veterans in the Commonwealth
of Virginia” to measure progress in access to
health care, behavioral healthcare and
supportive community services, including employment, housing and financial
assistance, for veterans, members of the National Guard and Reserves not
in active federal service and their families in the
Commonwealth.
JLC 2014-07 That the General Assembly
pass a resolution to provide a Real Property Tax Exemption for Spouses
of Military Killed in Action, identical to the resolution (HJ551) passed
by the 2013 General Assembly, and that the Governor and General Assembly
enact legislation to place a referendum on the ballot
for the November 4, 2014 general election. |

CAPT Ron Ball, USN-Ret is listed
in our Memoriam section as he recently passed away. He was regarded
as a hero in 1966 when he was shot down over North Vietnam flying an F-8
photo aircraft.
This information was taken from a pilots
account of a mission flown by a helicopter stationed on the Yorktown.
The helo launched early on a support mission for an Alfa Strike incorporating
a large number of aircraft going into North Vietnam.
They reached their SAR station and learned
that they would remain on station until 1800 hours, a long day. They
had been on station for some time when they received a call at 1530 from
their control ship informing them of an emergency squawk on their gadget.
Shortly they received a May Day report from an aircraft over the Haiphong
complex. They then received a direct vector to a point 38 miles away.
Enroute they picked up two A-1 Skyraders
as escort. Shortly they picked up survival radio beeper and homed
in on the signal. The A-1s went ahead and found the pilot in his
raft 8 miles east of Haiphong and a half mile off the beach. As the
helo got closer they encountered a lite fog bank which would be their friend.
When they flew over the pilot, they did a sharp turn to come back over
the pilot. The pilot got out of his raft and shortly he was aboard
the helo.
LT Ball had been flyng an RF-8 photo
reconnaissance aircraft from the USS Ticonderoga. He was finally
returned to the Ticonderoga after a short stop on the USS Coontz.
On arrival at the USS Ticonderoga LT Ball was welcomed as a hero.
Upon arriving back on the Yorktown the helo had logged 11 hours and 25
minutes; a long time in a helo seat. Although LT Ball was welcomed
as a hero, I think the helo crew were also heros.

HRCMOAA ROTC Scholarship Fund
|
HRCMOAA is committed to funding
the MOAA scholarship fund at $25,000 in five years. That translates into
$5,000 per year. The contributions come primarily from membership
donations.
Members may submit to the chapter treasurer,

or in person at our luncheons. The checks are consolidated
and submitted to MOAA who sends receipts to the donors.
Members who already donate to the national
MOAA Scholarship may continue to do so. You just need to note on the check
that it is for the Hampton Roads Chapter ROTC Scholarship Fund. MOAA will
continue to send receipts to the donors. |

Military ID Card Notification Program
|
This program is designed to help Chapter
members and their dependent’s to renew their ID cards in a timely
fashion. Once you and your dependents are enrolled, you will
be notified of your impending ID card expiration date in sufficient time
for renewal prior to the expiration date.
Note: Over age 75 members, who
are eligible uniform family members and survivors of deceased personnel
are now eligible for Permanent Identification Cards. Apply within
90 days of expiration of current ID card. |

Area Chapter held a brunch at the Virginia Beach Resort and Conference
Center. Thirty-two people were in attendance. The food and

MOAA Update
|
On Wednesday July 31, the Defense Appropriations
Subcommittee approved its $594 billion fiscal 2014 defense appropriations
bill (S. 1429). On August 1, the full Senate Appropriations Committee voted
22-8 to approve the measure. As expected, the legislation supports the
president’s budget request for a 1% active duty pay raise, below the 1.8%
pay raise provided under current law and approved by the House. The
appropriations bill does not support TRICARE fee increases proposed by
the administration. During the deliberations, Sen. Richard Durbin
(D-Ill.), the Defense Appropriations Subcommittee Chairman, called for
an end to sequestration. He likened the process of appropriating under
the sequester to playing “whack-a-mole” with the defense budget.
He was joined by others on both sides of the aisle in calling for an end
to the sequester cuts.
Other highlights of the bill include: $25
million for the implementation of a DoD Special Victims Counsel Program
to provide victims of sexual assault with legal assistance and support.
$60 million for Pentagon medical research efforts, for traumatic brain
injury and psychological health. $77.8 billion in overseas contingency
funding. Senator Tom Udall’s (D-NM) amendment to restrict the administration’s
ability to wage an extended U.S. military operation in Syria without congressional
authorization. The House appropriations bill (H.R. 2397) includes
similar language.
The bill’s future is unclear.
With Democrats and Republicans at odds over broader budget questions, next
year’s defense spending may be subject to another continuing resolution
– which will only add to the uncertainty. More details will be provided
as we approach the end of the fiscal year. |

Our president COL Jim Edge, USA-Ret
presents the Jefferson Cup to our guest speaker CAPT Robert Geis,
USN, Commanding Officer of NAS Oceana. The CO discussed his responsibilities
as Commanding Officer of NAS Oceana, including Dam Neck, and Fentress.
He stressed that he is not responsible for the Air Squadrons that are stationed
at the air base, but he indicated that he took all of the hits for aircraft
noise. |

their for presentation of the MOAA leadership award and also for the Gold
Bar presentations. |
