Will be held at the Atlantic Shores Community
in the Magnolia Room. Michael H. Dunfee the new Director of
the Hampton VA Medical Center (VAMC), will be our guest speaker.
Dunfee oversees delivery of health care to more than 40,000 Veterans
living in eastern Virginia and northeastern North Carolina. Dunfee
brings significant VA management and leadership experience to his new role.
He has served Veterans in numerous capacities, most recently as Associate
Medical Center Director at the VA Medical Center, Washington, D.C.
Dunfee has served on and led a number of
critical Virginia Health Administration boards and committees including
those focused on Information Technology, Capital Assets and Logistics,
and he led the development of the Associate Directors Guide.
During his most recent assignment at the
Washington, D.C. VAMC, Dunfee served as Acting Medical Center Director
on several occasions, frequently briefing Congressional, national and international
government leaders about VA health care. With a staff of about 1,600,
the Hampton VA Medical Center is a 468-bed facility serving more than 40,000
Veterans in eastern Virginia and northeastern North Carolina. The
medical center is located on 85 acres overlooking the Chesapeake Bay, and
includes outpatient clinics in Virginia Beach, Va. and Elizabeth City,
N.C. |

President’s Message
Fellow Officers and Spouses:
In the tradition of our organization, the
gavel is passed. Evelyn and I wish our Chapter family and the wonderful
ladies of our sister organization “ROWS” a Happy, Prosperous and Healthy
New Year. We look forward to a wonderful year of accomplishments
and good times. My personal gratitude and that of the entire Chapter
Membership to Holly and his lovely wife Shirley for their
superb leadership, camaraderie and graciousness in making all of us welcome
to our great organization. As we come to the close of 2012, I thank
all of you for your continued support and belief in our Chapter.
We have provided financial support to many worthwhile efforts with our
most significant being to the Wounded Warrior Program here in Virginia.
We also support the NROTC & ROTC programs in our local Colleges and
the junior programs in our local High Schools. I believe we provided
a program of monthly luncheons with interesting speakers and food of reasonably
good quality. Our newsletter, The Tribute” is unmatched in quality and
the official data base of our member information and record of dues is
flawless. All of these endeavors take considerable time and hard
work on the part of your elected Board of Directors and volunteers – so,
to them, thank you for your selfless time and hard work on behalf of the
Chapter. It is truly appreciated.
With that said, here comes the recruiting
pitch – we ask all to seriously consider coming forward to be an Officer,
Board Member or volunteer in any capacity. An email went out in January
asking for volunteers to be the Treasurer or Personal Affairs Chair.
Since the email we have another vacancy – that of the critical Active Duty
Liaison position. Ladies and gentlemen – we
need your help.
A continuing major effort for our
Chapter is “The Recruiting of New Members”. Our survival depends
on growing the membership. Our Membership Chair and Chief Recruiter,
Col
Larry King “LIVE” USMC (RET) says it is best when, “you, the current
members are the recruiters”. Clearly, we have to take every opportunity
to recruit as we meet and talk with our fellow officers of all services.

We need everyone to be a recruiter.
Our monthly Luncheon Program is very successful
and enjoyable and will continue. However, in an effort to entice
greater participation by those who work full time and our potential active
duty officers, a small, dedicated group is looking at additional ideas
such as evening, weekend and other type activities to accomplish this goal.
Please give your suggestions, thoughts and ideas to Bert Ortiz,
Jo
Carter, Larry King or Mike Barea. Thank you for
allowing me to serve as president of our organization. It is an honor
and I commit to trying to fill the very large shoes of all those who have
proceeded me. Looking forward to a great two years.

The new copayments for prescription drugs
covered by TRICARE went into effect Friday February 1, 2013. The Fiscal
Year 2013 National Defense Authorization Act requires TRICARE to increase
copays on brand name and non-formulary medications that are not filled
at military clinics or hospitals. There is no increase to copays for generic
medications. By way of history, while not a fan of raising rates,
we did recognize that these adjustments were the “lesser of the evils”
which otherwise would have been foisted upon us. We supported the fact
that for fiscal 2014 and beyond, the new law which directs that copays
increase annually by only the same percentage as retiree
cost of living adjustments. In years when a COLA increase would total
less than a dollar, it will be delayed a year and combined with the next
adjustment so increases will always be $1 or more.
TRICARE Pharmacy copays vary based on the
class of drug and where beneficiaries choose to fill their prescriptions.
The copay for generic medications stays at $5 when a prescription is filled
at a network pharmacy. There is no co-pay when generic prescriptions are
filled through TRICARE Home Delivery. The new copay for a 30-day supply
of a brand name medication purchased at a retail network pharmacy will
be $17, up from the current $12. Beneficiaries using TRICARE Home Delivery
will pay $13 for brand name drugs, up from $9. However, the Home Delivery
price is for a 90-day supply.
The greatest change in copays applies
to non-formulary medications. The $25 copay for these drugs increases to
$44 at retail pharmacies and $43 through Home Delivery. The TRICARE
Uniform Formulary is a list of all the medications TRICARE covers.
Pharmacies at military hospitals and clinics will continue to provide medications
with no copays. Additionally, we have received numerous inquiries
regarding the start-up of one of the other key 2013 legislative provisions
– the mandatory home delivery of maintenance medications for TFL beneficiaries.
Recall that this provision requires a 5
year pilot program that requires beneficiaries to receive certain maintenance
medications for a trial period of 1 year (with the option to opt out after
that period if so desired). In our discussions with TRICARE pharmacy
leadership, we understand that the development of the implementation and
execution plans will take some time. Our best forecast at this juncture,
is that the program will start in the summer or early fall 2013 time frame.
MOAA is planning to participate in this process by offering the perspectives
of the beneficiary. |

Members: We need your help.
COL
Jim Edge is our new president and we need a member to step forward
and take over the job of Treasurer. This can be a member or auxiliary.
The
Treasurer will be in charge of the funds of the Chapter, depositing
the same in the financial institution designated by the Board. Pay
all bills authorized by the President, file and preserve all vouchers and
report the financial condition of the chapter when called on to do so.
Personal Affairs Committee will keep the membership advised of those
members and next of kin who are indisposed or experience illness or death.
Check obituaries and notify the Secretary and News Letter Editor of any
member deaths. Send sympathy cards to surviving spouse or family
members to express the sorrow of the chapter. Active duty Military Liaison
is charged with maintaining ties between the Chapter and those still on
active duty, the Reserves and National Guard. You will spread the
word of the benefits available through membership in MOAA and highlight
the important work the Hampton Roads Chapter and National organization
are doing to support veterans and their families. |

MOAA Give Me Ten (GMT) Ends
|
Congratulations! National MOAA made an
electronic funds transfer in the amount of $300 for cash incentives earned
by your chapter for a total of 30 new MOAA and chapter members recruited
under the Give Me 10! (GMT) recruiting contest, from 1 July 2012 to 11
January, 2013. “Thanks to the effort of chapters like yours we were able
to set a new record by having 7,353 officers join national MOAA or convert
their regular membership to life membership.
Thank you for your great support to make
this program a huge success. The program began in 2005, with 1,149 new
members being recruited that year. In total, the Give Me 10! Program brought
in 36,023 members during its eight-year run. Now it's time to focus on
Chapter Recruiting and retaining chapter members. As we enter the new campaign,
we hope you will continue to strive for excellence by working together
to gain new chapter members on your rolls.” |

HRCMOAA ROTC Scholarship Fund
|
HRCMOAA is committed to funding
the MOAA scholarship fund at $25,000 in 5 years. That translates into $5,000
per year. The contributions come primarily from membership donations.
Members who already donate to the national MOAA Scholarship may continue
to do so. You just need to note on the check that it is for the Hampton
Roads Chapter ROTC Scholarship Fund. MOAA will continue to send receipts
to the donors.
Members may submit to the chapter treasurer,
Col. Jim Edge, by mail (628 Secotan, Virginia Beach, VA 23451-7107) or
in person at lunches. The checks will be consolidated and submitted
to MOAA who will send receipts to the donors. |

Military ID Card Notification Program
|
This program is designed to help Chapter
members and their dependent’s to renew their ID cards in a timely
fashion. Once you and your dependents are enrolled, you will
be notified of your impending ID card expiration date in sufficient time
for renewal prior to the expiration date.
Note: Over age 75 members, who
are eligible uniform family members and survivors of deceased personnel
are now eligible for Permanent Identification Cards. Apply within
90 days of expiration of current ID card. |

NJROTC
Princess Anne HS
|
|
Each year the Hampton Roads Chapter MOAA
presents a check of $600 to the Princess Anne High School NJROTC to help
in providing the many trophies required for the Annual Cavalier Drill Meet
that they sponsor. There are 12 to 14 high schools that participate
in this event. The competition is held at the (Little Creek) Joint
Forces Command Gym. Our chapter president or his representative will
assist in presenting the trophies to winning participants. The Meet
is scheduled for 16 February 2013. Shown left to right above is LT

HRCMOAA President CAPT Holly
Hollandsworth, USN-Ret., presents the Jefferson Cup to CAPT
John Andrews, USN-Ret., Special Assistant for the Norfolk City Manager
for Veteran Services and Military Affairs.
CAPT Andrews spent 30 years in the Navy,
including the E2 Community and lastly as a top aide to ADM John C. Harvey
Jr., the leader of the Navys Fleet Forces Command. His new job is
unique to South Hampton Roads. He will try to make Norfolk the
best City for military and particularly veterans. He will want Norfolk
to be returned to the top ten of places to retire. Jobs top the list
for attracting Veterans. Focus areas will be family, community and
jobs.

and board members for the coming year was also top of the agenda for the
day. |
