President’s Message
Fellow Officers and Spouses:
Summer approaches and the June luncheon
at the Greenbrier Country club will be our last until September. It would
be nice to see you there before we take our summer break. We have
planned to have a joint get together in late July for a HRC/PAC MOAA brunch.
The date of the brunch mixer, to be held at the Chamberlain Hotel, will
be 22nd of July. More detail at the June Luncheon.
The MOAA Virginia Council of Chapters (VCOC)
held their annual Congressional Appreciation Luncheon for Virginia's senators
and representative on 8 May. Jim Jones (better known as "Wheel Man")
drove while Bert Ortiz, Chris Vatatis and I navigated through the streets
of D.C. Over 120 chapter members attended as did most of the state's representatives
and Senator Warner. Congressmen Forbes, Rigell, and Scott were there
from the Hampton Roads area. All of those who spoke were, as you
would suspect, high on the military and favorable to benefits for active
duty as well as retirees. However, Senator Warner stated in his address,
that "everything in the budget should be on the table" and all should be
willing to sacrifice. That statement was not well received by the
attendees and Congressman Rob Wittman rebutted by saying that congress
should not balance the budget "on the backs of our veterans."
Some of the efforts by congress in their
support of the military were:

Provided a DOD base budget of 3.3% of the
GDP
-
A 1.6% pay raise for active duty members
-
Limit the % increase in TRICARE prime enrollment.
-
Maintain Army, Marine Corps end strength
Some of the 2012 Objectives are:
-
Increase DOD base budget.
-
Increase Army end strength to 700,000 without
reducing the Air Force and Navy.
-
Preserve and protect all hard earned benefit
gains of the past few years.
Congressman Forbes was given the award as
Outstanding Legislator of the year by the VCOC. All in all an interesting
meeting.

Changes Coming in TRICARE Rx Copays
Last week's legislative update summarized
key differences between the versions of the FY2013 Defense Authorization
Bills approved by the House (HR.4310) and the Senate Armed Services Committee
(S.3254).
Both bills would effectively kill most of the Pentagon-proposed TRICARE
fee hikes. Beneficiaries age 65 and older won't see any enrollment
fee for TRICARE for Life (TFL). Beneficiaries under age 65 won't
see any TRICARE Standard enrollment fee and won't see any increase in the
Standard deductible. Beneficiaries under age 65 will see only a 3.6%
increase in their TRICARE Prime enrollment fee as of October 1 - the same
percentage increase as the 2012 COLA, thanks to the COLA cap we won in
last year's defense authorization act. No beneficiaries will have
their TRICARE fees means-tested. But there will be some increases
in TRICARE pharmacy copays, and the only issue is how big the hikes will
be. That's where the House and Senate bills take significantly different
approaches. The Senate bill is silent on the pharmacy copay issue. Since
current law gives the Secretary of Defense authority to set pharmacy copays,
the Senate bill silently endorses the Pentagon-proposed plan to more than
double the copays this year, and triple them over the next five years.
The problem the Senate Armed Services Committee
faced in stopping the proposed Rx copay hikes lies in Senate budget rules
that require the Committee to find other offsetting cuts in either military
retirement, survivor benefits, or other TFL benefits. Why? Because
the offset law applies to so-called "mandatory spending" programs, and
that includes any benefit funded through a trust fund - which TFL is.
When the Pentagon proposed higher Rx copays for TFL beneficiaries, it reduced
the budget for TFL spending by the government - with the difference made
up by the assumed revenues from higher copays. To reduce or bar the
copay hikes, the Committee would have to replace the lost revenue by increasing
government spending on TFL. And that requires an offsetting spending cut.
The Senate didn't want to identify an offset - which meant letting Pentagon
leaders double and triple Rx copays. The House thought those copay
increases were so bad that they came up with an alternative offset that
did three things: It substantially reduced the Pentagon-proposed copay
increases for FY2013. It put a statutory cap on any increases after
FY2013, so that the percentage increase in Rx copays in any year couldn't
exceed the retired pay COLA percentage
To pay for these, it established a five-year
pilot program that would require TFL beneficiaries to use the mail-order
system for at least one year to refill any maintenance medications (waivers
would be allowed under certain hardship or other conditions); after one
year, beneficiaries could opt out of mail-order participation. Here's
the bottom line -- compared to the DoD/Senate plan, the House-passed plan
would: Cut retail copays by about 40% below the DoD plan; Keep access to
non-formulary meds in retail stores; Cut mail-order copays by more than
50% for brand-name meds; Cut mail-order copays by 25% for non-formulary
meds; Keep mail-order copays at zero for generic meds.
While MOAA is no fan of mandatory mail-order
use, we also acknowledge that more than 90% of those who use the mail-order
system are very happy with it. Without the House-proposed statutory
cap on future increases, we'd be held hostage to bigger copay increase
proposals every year. But if the COLA-based cap is put in law as the House
proposes, Congress will be able to ignore any future proposed hikes above
that rate - and won't have to come up with any offset. At this point,
the only options on the table are: (1) letting the Pentagon impose whatever
copays it wants or (2) accepting the House alternative plan. All
things considered, MOAA believes the significantly lower copays and future
protections of the House plan would be worth
requiring a one-year mail-order trial
for maintenance med refills. After a one-year trial, everyone would recover
full choice. Once they try it, we believe the vast majority of new enrollees
will be pleased with the convenience and significant cost savings of the
mail-order system. |

HRCMOAA ROTC Scholarship Fund
|
The board has made a decision to create
an ROTC Scholarship Fund. This fund will support qualified ROTC cadets
with financial support in the form of low interest loans and grants.
Those cadets selected will be from our chapter area. MOAA will administer
the fund for the chapter which will dramatically reduce the effort required
to manage such an effort. This is a commitment to fund the scholarship
fund at $25,000 in 5 years. That translates into $5,000 per year.
The fund will be funded primarily from membership donations. Below
is a sample check. |

Members who already donate to the national
MOAA Scholarship may continue to do so. They just need to note on
the check that it is for the Hampton Roads Chapter ROTC Scholarship Fund.
MOAA will continue to send receipts to the donors.
Members may submit to the chapter treasurer,
Col. Jim Edge, by mail (628 Secotan, Virginia Beach, VA 23451-7107) or
in person at lunches. The checks will be consolidated and submitted
to MOAA who will send receipts to the donors. |

Military ID Card Notification Program

This program is designed to help Chapter
members and their dependent’s to renew their ID cards in a timely
fashion. Once you and your dependents are enrolled, you will
be notified of your impending ID card expiration date in sufficient time
for renewal prior to the expiration date.
Note: Over age 75 members, who
are eligible uniform family members and survivors of deceased personnel
are now eligible for Permanent Identification Cards. Apply within
90 days of expiration of current ID card. |

27th Congressional Appreciation Luncheon
|
|
Over 100 members of Virginia’s Council
of Chapters (VCOC) from the Military Officers Association of America (MOAA)
came together from throughout the Commonwealth on Tuesday, May 8,
for their 27th Congressional Appreciation Luncheon held at the Capitol
Hill Club in Washington, D.C. Chapter attendees are from the left,

Jim Jones introduced Congressman Rigell who sat at the HRCMOAA table.

by the Southside Chapter. Receiving special recognition was
Congressman Randy Forbes of the 4th Congressional District as he
was presented the “Legislator of the Year” award for the support he gives
to military service members, retirees and veterans, day in, day out. |

20 April Luncheon
|
|
HRCMOAA President CAPT Holly Hollandsworth,
USN-Ret. presents the Jefferson Cup to Congressman J. Randy Forbes,
VA 4th Congressional district. Congressman Forbes was the guest speaker
at the chapter luncheon on Friday, 20 April at the Princess Anne Country
Club. He discussed the status of the U.S. today; are we on shaky
ground; need for a strong national defense; and freedom of religious faith. |

18 May Luncheon
|
The Luncheon was held at the Atlantic
Shores Community. The guest speaker was Elisabeth Mancano
from the Virginia Governors Office. She discussed the First Lady’s
program Serving Our Service Member Families. SOS is a network focused
on serving and supporting service men and women and their families when
a service member is away on duty. |

PFP Pocket Field Pillows
|
|
In May this year, HRCMOAA Community Affairs,
COL
David Wade, USA-Ret., presented a $250 check to Carol Armstrong,
Director Operation Pocket Field Pillow program here in Hampton Roads.
Carol began Operation Pocket Field Pillow in February 2009, as a tribute
to her son’s service, and has kept the project going to show support for
all American troops, no matter where they've served. Most of the
pillows have been sent to Infantry, Cavalry and Artillery troops deployed
in the northeast quadrant of Afghanistan, but boxes of pillows were also
sent to the east, south and west. These pillows are small enough
to store in a pocket, and are meant to be tough enough for field missions.
To date, PFP has sent 13,370 handmade pillows. All fabric is donated;
the Carlisle Finishing Plant in SC donates their ACU remnants for the field
pillows, and Polartec of MA has donated over 700 pounds of first run fleece
(the finest made in the world) for the hospital travel pillows. Donations
are used to buy stuffing, to pay for shipping directly to field troops,
and to buy boxes and packing materials. Carol lives in Chesapeake,
VA.
