This function will be held at the Atlantic
Shores Community in the Magnolia Room. This is our annual Toys for
Tots function where members are asked to bring an unwrapped gift for a
child to leave with the Marines in attendance. Also this is our annual
business meeting where we will vote on our slate of new Officers and Board
Members. |

3 December Function |
|
Each year in December the Chapter participates
in the ROWS annual Dinner Dance held at the Princess Anne Country
Club. The music and food are great. The Chapter always has
a good turnout.
The function is to be held in the Virginia
Ball Room at the Princess Anne Country Club, Friday, December 3, 2010.
6:00-7:00 p.m. - Cocktails; 7:00-10:00 p.m. - Dinner /Dancing with Music
by the Walter Noona & Band.

President’s Message
Fellow Officers:
November is here and it will be a fairly
busy month for our Chapter. The luncheon this month, as you will
see elsewhere in the newsletter, is our annual Toys for Tots event at which
we bring an unwrapped toy for a boy or girl. The Marines will be
there, as always to collect the toys and give us a chance to chat with
them. They are from a Marine rotary wing aviation unit. Normally
their Commanding Officer has a few words for us, as well. The Annual
Meeting will follow the luncheon. This year we will elect the full
slate of officers and one-half of the directors. Our fine nominating
committee, “Rip” Dellaripa (Chair), Jim Smith and “Holly”
Hollandsworth are developing an excellent slate for us to consider
and nominations will be accepted from the floor.
Since this is my last newsletter message
as your president, I wish to express my deep and sincere appreciation for
allowing me to serve you for the past two years. It has been a most
gratifying and rewarding experience. However, I look forward to “returning
to the ranks” in order to socialize with all of you without the distractions
that come with the office.
I do want to say a word about the time
and effort your officers and directors put in to make the chapter work.
I am afraid that most of us just assume things “happen.” They do
not. Finding speakers, coordinating venues and meal offerings, negotiating
prices, and preparing the notification consumes an enormous amount of time
and effort on the part of the 1st Vice President. “Holly” has done
a wonderful job and I wish to express my sincere appreciation for all he
does and has done. He has also handled the inevitable complaints
that come with that territory with patience and grace. Thanks, “Holly.”
He was assisted in this by our 2nd VP, Earl Byers who also spent
much time and effort on some special projects.
I also wish to express my appreciation
to Jim Edge, our Treasurer, for stepping into the job as an appointee
to fill an unexpired term. He agreed to serve, stepped in and just
quietly went about doing an outstanding job as has our Secretary, Loren
Heckelman. Loren, who unassumingly does his job in an exemplary
manner and is the “go to” guy for knotty issues, respected by all for his
wisdom and ability to articulate the real problem and unravel it for the
best result. Dave Wade, Jim Smith, Jack Colgan, Jim
Jones, Jack Hilgers and John Vermillion have all spent
much time and effort in dealing with our various programs, such as ROTC/NROTC/JNROTC,
Honor Flight, placement of the Hail and Farewell banners at the Naval Air
Station Terminal, the wounded warrior equestrian program, recruitment
and retention of membership, our participation in the Virginia Council
of Chapters, helping to establish state legislative objectives important
to the entire military community and preparation of our bimonthly newsletter.
Tedee
Rink, has served as our auxiliary liaison member of the board and Ray
Hart and “Rip” Dellaripa have provided valuable advice and institutional
memory as our immediate past presidents. Last but not least, we all
owe a great deal of gratitude to Clif Furedy, our Webmaster and
Data Base Manager who just makes everything work and provides wise and
valuable counsel. Thank you all for your valuable and esteemed service
to the Hampton Roads Chapter.

Vet Benefits Bill to Become Law |
Just hours before Congress adjourned for
the pre-election campaign on 29 September, it passed a comprehensive veterans'
benefits bill (H.R. 3219) to upgrade insurance, disability and survivor
programs, family protections, housing and homelessness programs, burial
benefits, and other VA programs.
For Guard and Reserve families, the bill:
-
Permits a service person to sue over violations
of the Servicemembers' Civil Relief Act (SCRA). This grew from a case where
a Guard soldier's home was foreclosed, his family evicted and the property
sold while he was deployed to Iraq
-
Strengthens SCRA protections governing residential
and motor vehicle leases, and terminated cell phone contracts
-
Strengthens Uniformed Services Employment
and Reemployment Rights Act (USERRA) coverage when a company changes structure
or is bought out
-
Clarifies that USERRA prohibits wage discrimination
against Armed Forces members
VA benefit upgrades would:
-
Let Veterans Group Life Insurance (VGLI) participants
under age 60 increase their coverage by $25,000 every five years
-
Authorize adaptive housing and automobile
equipment for vets with severe burn injuries
-
Allow 2 years (vs 18 months) of SGLI coverage
after separation for totally disabled vets separated on or after June 15,
2005
-
End a reduction in the accelerated death benefit
for terminally ill veterans with SGLI or VGLI coverage
-
Cover loss of a dominant hand under Traumatic
SGLI (TSGLI)
-
Provide retroactive TSGLI payments for certain
injuries incurred after Sept. 11, 2001
-
Increase VA mortgage loan guarantee to $150,000
as of Oct. 1, 2011, and to $200,000 as of Jan. 1, 2012
-
Allow an additional VA "aid and attendance"
payment for veterans with severe traumatic brain injuries
-
Authorize DIC annuities for survivors of former
POWs who died before Sept. 30, 1999
-
Target grants to providers who offer job training,
counseling, placement and childcare services to female veterans and homeless
veterans with children
-
Permit parents of certain deceased veterans
with no spouse or child(ren) to be buried in a national cemetery alongside
the veteran
The bill also would require a comprehensive
study of best treatment practices for "chronic multi-symptom illness" in
Gulf War I veterans and, separately, a study of medical issues of veterans
of Post 9/11 conflicts. |
Congress’ Punt Sets Up “Quintuple-Witching
November” |
Congress again punted on funding the government
for the new fiscal year, passing a continuing resolution to keep the government
running until December 3 and skipping town to campaign for re-election.
That follows their previous punts on the FY2011 Defense Authorization Bill
and extension of Bush-era tax cuts.
Which means legislators will still have
all of those tough problems on their plate when they return for a lame-duck
session in November. Not only that, but they’ll have to come up with
a way to avoid a catastrophic 23.5% cut in Medicare and TRICARE payments
to doctors that will happen December 1 unless Congress changes the law
– with an additional 6.1% cut looming on January 1.
And let’s not forget the President’s deficit
commission is scheduled to report on December 1 concerning the various
kinds of ugly options Congress will have to choose from to address the
spiraling national debt. Once they experience “quintuple-witching
November”, some who got re-elected may wonder if they really came out the
winners – especially if the lame ducks decide to punt again…and set up
“sextuple-witching January.” |
VA Disability Hoax |
An e-mail making its rounds on the internet
claims that new legislation will dramatically increase veterans’ disability
compensation – in some cases by more than 100 percent. But
that claim about H.R. 4667, the Veterans’ Compensation Cost-of-Living Act
of 2010 is a hoax. The bill does exist, and it was recently passed by Congress,
but it only authorizes the same COLA increase for VA beneficiaries that
will be paid to Social Security annuitants this year (which almost certainly
will be zero). Unfortunately, a prankster created a fake version
of the bill, put it out on the internet and it quickly turned viral. It
just goes to reinforce the old adage: if it seems too good to be true,
it probably is. |
JLC 2011 State Legislative Objectives |
The following legislative objectives were
adopted by the Joint Leadership Council of Veterans Service Organizations
(the JLC) on July 21, 2010. These are the prioritized objectives
of the 23 Veterans Service Organizations represented on the JLC.
1. Alternate Dedicated Revenue Sources
for Veterans Programs. The JLC requests that the Governor and
General Assembly provide some of the resources required to implement the
Compact with Virginia’s Veterans by creating alternate dedicated revenue
sources for veterans programs.
2. DVS Benefit Services Program.
The JLC requests that the Governor and General Assembly improve services
to Virginia veterans by restoring staffing for the DVS Benefits Services
Program. An additional $402,400 (GF) per fiscal year is needed.
3. State Veterans Cemeteries.
The JLC requests that the Governor and General Assembly ensure that state
veterans cemeteries operate in a safe, efficient manner and meet national
shrine standards by filling vacant positions, replacing worn out equipment,
and purchasing necessary supplies. An additional $387,100 (GF) per
fiscal year is needed.
4. Special Judicial Procedures for Veterans
and Military Service Members. The JLC requests that the Governor
and General Assembly help veterans and military service members who have
been charged with a crime by allowing localities to establish special judicial
procedures. These procedures would emphasize use of available treatment
options as an alternative to incarceration and would benefit veterans,
military service members, and the community.
5. Virginia War Memorial.
The JLC requests that the Governor and General Assembly ensure Virginians
who have given their lives in battle, as well as all military veterans,
are honored by optimizing the operations, maintenance, and program delivery
at the Virginia War Memorial and its new Paul & Phyllis Galanti Education
Center. An additional $255,000 (GF) per fiscal year is needed. |
In-state Tuition for Veterans. |
The JLC requests that the Governor and
General Assembly increase educational opportunities for recently-discharged
veterans by waiving the one-year residency requirement needed to qualify
for in-state tuition rates, provided all other domiciliary requirements
are met. |

New Veterans Cemetery 75% Complete |
The opening ceremony is slated for April
2011. The cemetery is 80 acres in size and located in Pulaski County.
It was part of the old Radford army Ammunition Plant. Phase one will
contain approximately 6,750 grave sites and 625 columbarium niches.
In addition there will be 500 ground sites for additional cremains.
When the cemetery is complete, it will
be able to accommodate approximately 60,000 remains. Veterans will
be buried for free, even if they are out of State. Burial of spouses
or eligible dependents will cost $300.

Military ID Card Notification Program
|
This program is designed to help Chapter
members and their dependent’s to renew their ID cards in a timely
fashion. Once you and your dependents are enrolled, you will
be notified of your impending ID card expiration date in sufficient time
for renewal prior to the expiration date.
Note: Over age 75 members, who
are eligible uniform family members and survivors of deceased personnel
are now eligible for Permanent Identification Cards. Apply within
90 days of expiration of current ID card. |

Virginia Wounded Warrior Program
|
How can I help?
Virginia has provided a limited amount of funding for the Wounded Warrior
Program. The Commonwealth anticipates that its citizens will want to help.
The Virginia Veterans Services Foundation is available to receive contributions
to support the Program. The Foundation is an agency of the state
and is eligible to receive tax deductible contributions under Internal
Revenue Service Section 170 (c) and Code of Virginia Section 2.2-2719.
Donations are placed in the Veterans Services Fund and cannot revert to
the Commonwealth’s General Fund. In this case, they only can be used for
the Wounded Warrior Program. Donations to the Foundation are audited
annually by the Commonwealth’s Auditor of Public Accounts. This assures
that the maximum amount of citizens donations will go to our veterans and
not to administrative overhead. Information about contributing is
provided on the following page.
Contribution/Pledge of Support
Yes! You can count on my support to assist Virginia’s veterans, members
of the Virginia National Guard, Virginia residents of the Armed Forces
Reserves not on active federal service, and their family members, who are
dealing with the effects of traumatic brain disorders, combat stress, and

September 17 Luncheon
|
|
The luncheon was held at the Atlantic
Shores Community in the Magnolia Room. Our guest Speaker was Delegate
Christopher Stolle, 83rd District. He is shown above receiving
the Jefferson cup from our President, Major Norm Cruise, USA
Ret.
Stolle indicated in his introduction that
he experienced a lot of cooperation in the State Assembly, except for some
hot button issues , such as abortion, guns and education. He also
noted that it was easier to kill a bill rather than pass a bill.
A new data base is being established to help retiring military and others
leaving the military get jobs. Another program being established
is the Military to Teacher Program.
He addressed the fact that Doctors are
cutting back or not taking any new medicare patients as they are only receiving
62 cents on the dollar for reimbursement of services. Delegate Stolle
spent most of his time answering questions from the 70 members. |

Our Storming of the Hill on 25 January
2010 was the best ever! The Virginia Council of Chapters had 66 members
from all over the state. This was the largest turnout we’ve ever had. The
room was overflowing and several favorable comments were received from
our legislators who spoke to us. “Numbers count” and it showed. Our MOAA
“uniforms” looked great.We accomplished the mission of getting co-patrons
signed up. I understand the American Legion and VFW got almost no co-patrons
and the JLC got about 30. The VCOC got 72 at the end of the day.
Lets see if we can do better this coming
year on 24 January 2011. |
