President’s Message
Fellow Officers:
I have some great news for the Hampton Roads Chapter. For the
sixth year in a row we received the National MOAA 5 Star Chapter Award.
That is the highest award MOAA gives for a chapter’s overall performance
and value to its membership and to the goals and objectives of MOAA.
We all owe a great debt of gratitude to our immediate past president, “Rip”
Dellaripa, under whose leadership this award was earned.
Elsewhere in the newsletter you will find an article about the Honor
Flight send-off which the Community Affairs committee organized. Dave
Wade, the Chair of the committee, laid the ground work and
Jim Smith
took over while Dave is traveling to Australia and New Zealand and built
on the work Dave had begun. Thank you, Jim! On a cold and rainy
morning 45 members of our local ROTC/NROTC, JNROTC units formed a cordon,
with Color Guards, to give WWII veterans a send off on a trip to visit
the WWII Memorial in Washington, D.C. COL Smith, and COL Jack
Hilgers were there at 0430 to organize and supervise the event.
It was well done and we owe our sincere gratitude to them. I would
also like to note that Community Affairs is one of our most active committees
and is doing more and more each year. This is due to the foundation
built by CAPT Bill Lehr who made the contacts and developed an organizational
relationship with the Military/Naval Science instructors at the various
universities and high schools upon which Dave Wade continues to build.
The November Meeting will be held at Atlantic Shores and will comprise
our Annual Toys for Tots event. Everyone is asked to bring an unwrapped
toy to present to the Marines who will be there to accept them.
Cash donations are also appropriate. Also, the November meeting will
be our annual Chapter meeting at which we will elect 3 new board members.
“Rip” Dellaripa is the Nominating Committee Chair and is assisted by John
Vermillion and “Holly” Hollandsworth. If you would like
to serve or suggest someone else to serve on our Board of Directors please
contact one of them as soon as possible. While on this topic, we
will need to select a chapter member to serve out the unexpired term of
our Treasurer. If you might be interested please contact “Rip” to
learn more about the duties and responsibilities of the Treasurer.
We are most appreciative of the diligent, professional and loyal service
of Walt Wesolowski who has served in this position for the past
two and one-half years.
Also, in this newsletter you will find the invitation from our sister
organization, ROWS (The Retired Officers Wives Society) of Tidewater, to
their annual Christmas Dinner Dance to be held again at the Princess Anne
Country Club. If you would like to attend please contact Nordie

MOAA Legislative Update
(Weekly Issue) |
|
New Defense Bill has Pluses and Minuses |
First the good news. Among other
provisions, the legislation will:
-
Authorize a 3.4% pay raise for active duty,
Guard and Reserve members (vs. the budgeted 2.9%)
-
Bar the Pentagon from implementing any TRICARE
inpatient care copay increases for FY2010
-
Authorize an extra 30,000 troops for the Army
(15,000 above the budget request), and an additional 30,000 in FY2011 and
FY2012, provided the Pentagon budgets for the increase
-
Authorize premium-based TRICARE coverage for
"gray area" reserve retirees who haven't yet attained age 60
-
Authorize special compensation on behalf of
caregivers of severely wounded warriors while on active duty (tracks with
VA "aid and attendance" payments for vets who need caregivers)
-
Require retention of wounded Guard/Reserve
members on active duty through completion of disability determination process,
unless they request earlier release
-
Require a medical examination before administrative
separation of members affected by traumatic brain injury or PTSD
-
Mandate a long list of initiatives to protect
absentee voting rights for military members and families
-
Extend family medical leave rights to employees
who are family members of deploying active duty members
-
Expand the window of active-duty TRICARE eligibility
for activating Guard/Reserve members/families
-
Require a variety of measures to expand beneficiary
access to mental health providers
-
Authorize $49 million to assist school districts
with significant populations of military children
-
Authorize active-duty-level dental coverage
for children of members who die on active duty
-
Establish formal requirements for needs assessment
and delivery of assistance to military families with children with special
needs
-
Authorize a pilot program to create federal
internships for military spouses
-
Express the sense of Congress that DoD should
authorize Flexible Spending Accounts to let currently serving military
members set aside pre-tax dollars to cover out-of-pocket medical and dependent
care expenses
-
Require a DoD plan to improve access of beneficiaries
to health care providers
-
Establish a new DoD Task Force to assess progress
on care, management and transition of recovering wounded, ill and injured
servicemembers
Unfortunately, the new legislation also
has significant disappointments:
Dropped the House plan to phase
out the disability offset to retired pay for medically retired (chapter
61) members. This is a particularly devastating setback because, for the
first time, the President’s budget had included this measure, and House
leaders had found funding for the first year.
Dropped the Senate initiative to
repeal the deduction of VA survivor benefits from military SBP annuities,
again for lack of funding offsets.
Reduced the Senate-approved Army
manpower level by 15,000 for FY2010 (though it did provide extra increases
in 2011-12). MOAA had urgently supported the extra increase for FY2010
to provide much needed relief for Army families affected by grievous over-deployment
of a too-small force.
Dropped a Senate-approved provision
to authorize retroactive Reserve retirement age credit for active duty
service since Sept. 11, 2001 (current law credits only service since Jan.
28, 2008), again for lack of funding offsets.
Dropped a House-passed provision
to authorize shipment of a second personal vehicle for members on PCS orders
to Hawaii, Alaska, or US territories.
Authorizes daily proration of combat
and hazard pays (under current law, any part of a month in a combat zone
triggers pay for the month). MOAA believes this is an over-reaction to
reports of abuse (e.g., scheduling two-day in-theater trips starting the
last day of the month) that would have been better addressed by a requirement
to spend more than 30 days in theater to receive more than one month’s
pay credit.
Dropped a Senate-passed provision
that would have allowed military spouses to choose to establish the same
domicile as their servicemember for voting and tax purposes. |

Senate Approves MOAA Charter |
Thanks to Senators Bill Nelson
(D-FL), the sponsor of the Senate bill (S. 832), Patrick Leahy (D-VT),
the Senate Judiciary Committee Chairman, and 39 other bi-partisan cosponsors,
the Senate approved the MOAA Federal Charter bill last week by unanimous
consent.
This isn't just an honorary issue. At least
10 states have laws limiting participation on state veterans' advisory
panels to members of federally chartered organizations.
The House companion bill, H.R. 2017, sponsored
by Rep. Chris Van Hollen (D-MD) and Walter Jones (R-NC),
has 127 bi-partisan cosponsors so far.

November 2009 Pinup Boys. |
They’re lighthearted, spry and sixty to ninety years old. They’re
the Pin-Up Boys of Atlantic Shores. They are taking the world
by storm as they bare it all (behind strategically placed props) for a
2010 “nearly nude” calendar, with sales benefiting their local Volunteer
Rescue Squad.
A new twist on pin-up girls, these calendar guys, ranging in age from
69 to 90, are fellow residents at the Atlantic Shores Retirement Community
in Virginia Beach, Virginia. Taking time off from hobbies, traveling
and late-stage life careers, these fourteen active seniors (and one dog)
shed their inhibitions by starring on the glossy pages of the 2010 “Pin-Up
Boys of Atlantic Shores” calendar.
The fifteen-month calendar spotlights the individual careers and interests
of each model -- from a Bonsai tree cultivator to a 70-year old active
Emergency Medical Technician. All are creatively obscured to create the
illusion of nudity in a range of comical vignettes.
Net profits from the sale of the calendar will go to the Princess Anne
Courthouse Volunteer Rescue Squad (#5/21), a dedicated group of individuals
who provide 24-hour emergency medical care at no cost to residents in the
Virginia Beach area.

Military ID Card Notification Program
|
This program is designed to help Chapter members and their dependent’s
to renew their ID cards in a timely fashion. Once you and your dependents
are enrolled, you will be notified of your impending ID card expiration
date in sufficient time for renewal prior to the expiration date.
Note: Over age 75 members, who are eligible uniform family
members and survivors of deceased personnel are now eligible for Permanent
Identification Cards. Apply within 90 days of expiration of current
ID card. |

HONOR FLIGHT
SOUTHSIDE HAMPTON ROADS,
17 OCT 2009

On 17 October 2009, for the second time this year, the Hampton Roads
Chapter of the Military Officers Association of America (MOAA) helped coordinate
the departure ceremonies for World War II veterans in South Hampton Roads
to visit Washington as part of the Honor Flight program. The Honor Flight,
a national organization, provided the free trip for World War II veterans
(and veterans of later wars who are terminal) to see and tour the World
War II Memorial and other related memorials. The trip included free bus
travel, attendants for those veterans who needed it, and meals for the
day.
Earlier this summer, the Chapter contacted college, university and high
school Reserve Officers Training Corps (ROTC and JROTC) units in South
Hampton Roads to participate in the departure ceremonies. Over 45 military
officers, uniformed cadets and midshipmen from Old Dominion (ODU) and Norfolk
State Universities (NSU), and from Princess Anne, Landstown and Salem High
Schools were on hand at 5:00 AM on a cold and rainy morning, and formed
lines through which the World War II veterans passed as they boarded the
buses. As they boarded, honors were rendered. Color Guards were provided
by ODU and Landstown High School. Some 96 veterans and over 50 attendants,
including medical personnel made the trip to Washington and spent the day
visiting and touring the World War II Memorial, and the Lincoln, Korea
and Vietnam Memorials. On their trip back to Hampton Roads, the veterans
visited the National Museum of the Marine Corps and had dinner there. Coordinating

|
How can I help?
Virginia has provided a limited amount of funding for the Wounded Warrior
Program. The Commonwealth anticipates that its citizens will want to help.
The Virginia Veterans Services Foundation is available to receive contributions
to support the Program. The Foundation is an agency of the state
and is eligible to receive tax deductible contributions under Internal
Revenue Service Section 170 (c) and Code of Virginia Section 2.2-2719.
Donations are placed in the Veterans Services Fund and cannot revert to
the Commonwealth’s General Fund. In this case, they only can be used for
the Wounded Warrior Program. Donations to the Foundation are audited
annually by the Commonwealth’s Auditor of Public Accounts. This assures
that the maximum amount of citizens donations will go to our veterans and
not to administrative overhead. Information about contributing is
provided on the following page.
Contribution/Pledge of Support
Yes! You can count on my support to assist Virginia’s veterans, members
of the Virginia National Guard, Virginia residents of the Armed Forces
Reserves not on active federal service, and their family members, who are
dealing with the effects of traumatic brain disorders, combat stress, and

Congressman Glen Nye spoke to approximately 120 members of the Hampton
Roads Chapter of Military Officers Association of America and their guests
on Friday, September 18, 2009 in the Magnolia Room at Atlantic Shores.
Congressman Nye began his remarks by thanking the veterans, active duty
spouses and families for their service to our country. Appreciation
for the sacrifices of those who serve was a consistent theme throughout
his remarks. The Congressman described his tours with the State Department
in Afghanistan and Iraq prior to his election to Congress and contrasted
the conditions in those countries then to what he observed earlier this
year when he returned to visit both countries. He indicated that
although progress is being made, there is still work to be done before
the United States can withdraw.
Congressman Nye serves on three committees in the House: Armed
Services, Veterans Affairs and Small Business. He wanted to serve
on these committees because of their importance to Virginia Beach and the
surrounding areas. He briefly described some of the key issues being
worked by those committees and why they were significant to him.
Finally, before taking a few questions from the audience, Congressman Nye
talked about health care reform and the fact that it is an issue that touches
everyone in our country. He briefly described a series of principles
he will use to evaluate any proposed reform. |

The Memory Center, Virginia Beach
|
The relatively new Memory Center in Virginia Beach is dedicated
to ensure dementia and Alzheimer’s patients live well by offering every
incentive to celebrate life and find purpose in each day. It offers
new concepts with programs designed to inspire purpose, invigorate healthy
lifestyles and uphold quality of life for residents who are there for,
what is basically, end of life care. Approximately one-third of the
residents are retired military officers.
The Center provides a range of services and amenities, comprehensive
medical care and nutrition program, a town center concept to foster normalcy
to the degree possible, and a high ratio of staff and facilities to patients.
The Memory Center desires volunteers to come in and interact specifically
with the military retirees. It can be very rewarding for those who
can understand the Alzheimer and dementia patient’s environment.
If you want to meet this need for interaction with military patients as
a volunteer, state regulations require an application process, a TB test,
a background investigation and an indoctrination session prior to being
accepted.
