President’s Message
Fellow Officers:
The last two months have been busy ones for our Chapter. We are
in the midst of ROTC/NROTC awards and commissioning exercises and NJROTC
awards programs. Dave Wade has done an outstanding job leading
this program with the assistance of a number of our chapter members.
If you would like to assist with this program please give Dave a call.
Additionally, Dave is spearheading a new program with which we are assisting
called the “Honor Flight” program which honors our WWII veterans and those
who have been wounded in battle. Details can be found elsewhere in
this newsletter.
Our membership drive, led by Jack Colgan, has resulted in a number
of previous members renewing and the MOAA “Give Me 10” program is progressing
well. We recently staffed a booth at an Army Reserve Convention,
will shortly do the same at the Virginia National Guard Convention and
the NSLI/AFCEA Conference where we will join national MOAA. Due to
our efforts in 2008, we recently received a check from national MOAA for
over $1850.00 as reimbursement for free memberships offered. These
are examples of our continuing efforts to serve the military and our communities.
It is a big job for a small number of our members and please know you are
not only welcome but encouraged to pitch in.
“Holly” Hollandsworth, our 1st Vice President and Program
Chair has been more than busy scheduling our monthly meetings, obtaining
speakers and exploring new venues. In response to your input, we
anticipate having our September meeting at Atlantic Shores.

We were recently informed that we have again won the “best Newsletter,”
“best Electronic Newsletter,” and “best Website Awards from MOAA.
Congratulations to John and Clif. We are most appreciative of the
work you do on our behalf.
Lastly, you will note that Holly is planning a gala event in honor of
the 50th Anniversary of the Hampton Roads Chapter. You will see elsewhere
in the newsletter that the venue has been set, the menu selected, a color
guard and military band obtained and Vice Admiral Ryan, the MOAA
President, will be our Speaker. All that is needed is your attendance
and participation. You are welcome to bring guests. Please
respond to the card which we are sending out so we will have some idea
how many we can expect to attend. Your presence is critical to the
success of this event. We are keeping the costs low and in the words
of “Rip” Dellaripa, we plan to give back to the chapter in the form
of the chapter treasury picking up much of the cost of this event.

President Announces DoD/VA Electronic
Record Initiative |
With Defense Secretary Robert Gates
and VA Secretary Eric Shinseki at his side, President Obama
held a press conference on Thursday to announce his leadership team's personal
commitment to building a joint electronic medical record to meet beneficiary
health needs for both the military and the VA.
Before the press conference, the President
invited MOAA President VADM Norb Ryan (USN-Ret) and other selected
military and veterans' association leaders to the White House to discuss
the initiative privately.
President Obama said his goal is to prevent
someone leaving the military from "having to walk paper from their [military]
location to a local VA treatment center. Their electronic records will
transition along with them and remain with them forever."
Additionally, the president and Secretary
Shinseki expressed their support for "advance funding" for veterans' medical
care to prevent interruption of funding if Congress doesn't approve the
annual VA appropriations bill by the start of the new fiscal year.
"The president with his vision of a '21st
century VA' and superb teamwork by Secretaries Gates and Shinseki are really
'walking the walk' in trying to care for our veterans and their families
the right way," VADM Ryan said. "I am impressed by their aggressive actions
to get this project started and shape the FY2010 budget with a solid foundation
to do so."

medical care and benefits for our military and veteran populations |

Pentagon Budget Cuts Revealed |
Secretary of Defense Robert Gates made
public this week additional details of the department's FY2010 budget priorities.
Gates said his recommendations in the new
budget are aimed at three principal objectives - first, "to reaffirm our
commitment to take care of the all-volunteer force;" second, to rebalance
the Pentagon's programs to be able to fight the type of wars and scenarios
faced today and expected in the future; and third, to overhaul procurement,
acquisition, and contracting.
While some programs could see growth, Gates
recommended that several major weapon systems get the "ax" -- ending future
F-22 and C-17 production, retiring 250 of the oldest Air Force fighters,
terminating controversial over-budget helicopter programs, and scaling
back on missile defense and Navy ship procurement.
On the people side, Gates said he built
the budget to support troops and their families through funding for:

Manpower increases for the Army and Marine
Corps while halting force reductions for the Air Force and Navy
-
Medical research and development
-
Traumatic brain injury and psychological health
programs in direct support of wounded service members
-
Child care, spousal support, lodging, and
education
The budget also proposes large, phased cutbacks
in the number of support contractors (currently 39% of the workforce) and
replacing them with up to 30,000 full-time civil servants over the next
five years. In particular, the plan is to increase the size of the defense
acquisition workforce, converting 11,000 contractors and hiring an additional
9,000 government acquisition professionals by 2015.
On the health care side, Gates acknowledged
that past Pentagon proposals to raise retiree TRICARE fees have been rejected
by Congress. He said the new budget will "fully fund" military health care
programs, but he will still ask Congress to make fee adjustments.
It was unclear as this article was being
written whether the budget would include any proposed fee increases or
whether those recommendations would be sent to Congress separately. |

Gold Bar Presentations
The Chapter recently participated in the spring awards ceremony for
the Naval Reserve Officer Training Corps of Hampton Roads. CAPT
Jim Jones presented Gold Bars to over 40 Officer Candidates, Midshipmen,
and MECEPs in a ceremony held at ODU. All received a one year free
membership to National MOAA. Also in attendance were COL David
Wade, Community Affairs, and Myself. |

Retired Activities Office
|
It seems that many of us are not aware of the existence of or services
provided by the Retired Activities Offices at Little Creek and the Norfolk
Navy Base. The RAO’s are staffed by volunteers during the hours 1000-1400
on Monday through Friday. Their mission is primarily to assist service
members preparing for retirement to understand retirement benefits in order
to make necessary decisions prior to retirement. While such information
is provided at the TAPS briefings, many would like to sit down and discuss
options on a more personal basis.
The RAO’s also assist retired members with keeping up with changing
benefit programs as they are enacted by congress to include VA disability,
CRSC and other issues.
Probably the most important service is assisting recent widows in applying
for survivor benefits. Many widows do not understand what benefits
are available and what is needed to obtain them. All that is necessary
is to come to the RAO with an original death certificate, your ID Card,
the deceased spouses ID Card, and a check from which the bank routing number
and account number can be obtained for direct deposit purposes. The
Volunteer on duty will make the appropriate death notifications, complete
and fax all necessary forms to DFAS and provide you a copy for your records.
He or she will inform/remind you of other things that must be done; e.g.,
obtaining a new ID Card, reminder to go to the Social Security Office,
VA, if disability was being paid, collecting on insurance policies, etc..

Military ID Card Notification Program
|
This program is designed to help Chapter members and their dependent’s
to renew their ID cards in a timely fashion. Once you and your dependents
are enrolled, you will be notified of your impending ID card expiration
date in sufficient time for renewal prior to the expiration date.
Note: Over age 75 members, who are eligible uniform family
members and survivors of deceased personnel are now eligible for Permanent
Identification Cards. Apply within 90 days of expiration of current
ID card. |

DFAS Briefs MOAA, Coalition
|
The Defense Finance and Accounting Service (DFAS) retired pay chief
met with MOAA and Military Coalition partners this week to provide an update
on several ongoing programs. DFAS is particularly touting the electronic
MyPay option that lets DFAS customers access and update their accounts
by computer. As of February 2009, 41% of retirees have MyPay accounts.
Retirees can create a new account by clicking on the "New PIN" button
on the MyPay home page to make changes to federal and state tax withholding,
direct deposits, addresses, allotments, and savings bonds. MyPay customers
also can view their Combat-Related Special Compensation (CRSC) and/or Retiree
Account Statements (RAS). MyPay access is a particular advantage right
now, since many retirees and annuitants will want to make some withholding
adjustments in the wake of DFAS' recent implementation of the American
Recovery and Reinvestment Act (the recent economic stimulus law). Under
the new law, DFAS was required to reduce federal tax withholding starting
with the May retired pay check. That change could leave many retirees
"under-withheld" and owing more taxes than expected next April. Retirees
in that situation have several options:
Option 1 - (a) Use MyPay to restore your "old" (higher) withholding
amount, or (b) Fill out and mail a new W-4 to DFAS that restores the withholding.
Option 2 - Submit estimated tax payments to the IRS right now
in April, and then again on June 15, September 15, and January 15 (2010)
with payments of $100 or $200 each time (to make up the $400 (single) or
$800 (married) total withholding difference).
Option 3 - Do nothing. The refund will simply be $400/$800 lower
than it usually has been (depending on marital status). |

2009 JROTC and ROTC Program
|
Each year the Princess Anne High School NJROTC unit, host a Drill Competition
which is normally attended by at least 16 other High School Units, some
from out of the local area. This year the event was held on 7 February
at the Little Creek Amphibious Base in the gymnasium. The HRCMOAA
President, MAJ Norm Crews, USA Ret. helped present the trophies
to the many event winners. |

Leadership and Gold Bars. The MOAA Leadership Award is presented
each year in the spring to those officer candidates who demonstrated the
potential for successful military service. There is a recipient for
each ROTC and NJROTC unit in our region. The first chapter award
of the MOAA Leadership Award for 2009 was presented on 1 April to Cadet
Sean Brandon from Norfolk State University (NSU) NROTC. Col
Jim Smith (USA, Retired) made the presentation on behalf of HRCMOAA.
The chapter also presents gold bars and a certificate of free MOAA membership
for one year to officer candidates that are going to be commissioned in
the ROTC units in our region. In some cases, the leadership
and gold bars are presented in the same ceremony.

Virginia Wounded Warrior Program
|
How can I help?
Virginia has provided a limited amount of funding for the Wounded Warrior
Program. The Commonwealth anticipates that its citizens will want to help.
The Virginia Veterans Services Foundation is available to receive contributions
to support the Program. The Foundation is an agency of the state
and is eligible to receive tax deductible contributions under Internal
Revenue Service Section 170 (c) and Code of Virginia Section 2.2-2719.
Donations are placed in the Veterans Services Fund and cannot revert to
the Commonwealth’s General Fund. In this case, they only can be used for
the Wounded Warrior Program. Donations to the Foundation are audited
annually by the Commonwealth’s Auditor of Public Accounts. This assures
that the maximum amount of citizens donations will go to our veterans and
not to administrative overhead. Information about contributing is
provided on the following page.
Contribution/Pledge of Support
Yes! You can count on my support to assist Virginia’s veterans, members
of the Virginia National Guard, Virginia residents of the Armed Forces
Reserves not on active federal service, and their family members, who are
dealing with the effects of traumatic brain disorders, combat stress, and

HRCMOAA February 25th Luncheon
|
|
The February luncheon was held at the NAS Oceana Officers Club.
The guest speaker was RADM Fred Metz, USN Ret. and a chapter member.
He discussed a wide range of subjects, including; procurement cutbacks,
military healthcare, Joint Forces Command, the importance of the military
and retired to this area, growth at Little Creek Amphibious Base, Navy
taking the lead in the Cyber Network, the lack of report for an OLF, and
the many reasons to not send a carrier to Mayport, Florida. Shown above

HRCMOAA March 27th Luncheon

2009 Legislative Objectives; Results update,

Basically, we did well in the General Assembly this year.
Funding was restored for the veterans automatic claims processing system;
formerly known as "Turbo Vet."
The interstate compact on educational opportunities for military children
passed by a wide margin and the budget conferees provided $200,000 for
compact administration.
Local property tax relief for 100% disabled veterans also passed, but
it must pas again during next year's session and then must pass a voters
referendum in November 2010.
The Homeless veterans study will be conducted.
Legislation failed for two of our objectives; funding for veterans burial
vaults and tax relief for recipients of the National Guard Military Family
Relief Fund. The first did not pass for lack of funds, which was no surprise.
The second failed because revenue reducing legislation was not heard during
the session due to the economic turn-down.
Other good news is that the $200,000 budget cut for the Virginia Wounded
Warrior Program proposed by the Senate was not approved. Additionally,
the Virginia War Memorial has benefited from a $6.5 million appropriation,
therefore, no obstacle remains to starting construction of the Education
Center.
That's about it. The Governor did not change any veterans bills or funding.
Therefore there was no fallout during the General Assembly reconvene session
on April 8 as far as veterans were concerned. |

Honor Flight
|
Honor Flight is a non profit organization which is conducting an aggressive
recognition program where World War II veterans are provided a free, one
day trip to Washington to see the World War II Memorial for the first and
last time in their lives. It is an effort to honor their service in a most
appropriate manner. All travel and meals are free. Trained
attendants are provided for travel to and from Washington, DC, and all
activities. The program has been underway for four years and growing at
an increasing rate. The first trip from the Southside is scheduled for
30 May.
For those who want to participate in this event there are
two possibilities. One is to attend departure of the veterans early the
morning of 30 May and the return that evening. Individuals as well
as ROTC units are encouraged to attend. HRCMOAA has already contacted
all ROTC and JROTC units in our region with some positive responses to
participate as units. Second, stand-by volunteers are needed in case
transportation is required for veterans from their home to the departure
site and return in the evening. |
