President’s Message
I made an incorrect assumption prior to our November Social. I had assumed
that the new officers for CY 2009 were elected at the October Social and
that they would be installed by me at the January meeting. I found out
that the officers were nominated in October but not elected. The
election and installation of officers will take place at the January 2009
luncheon.

|
MOAA’s Top Eight Groups Deserving for
Bail Out. |
If our country can afford almost $1 trillion
in bailouts for firms whose financial troubles were caused by their own
mismanagement or recklessness, what about those in the uniformed services
community suffering grievous circumstances imposed on them by the government
through no fault of their own? Here are MOAA’s nominees for those most
deserving a government bailout. Add your own views and nominations in the
“rate this item” forum at the bottom of the list.
8. Currently serving uniformed services
families – the only large group of employees denied use of Flexible Spending
Accounts to deduct out-of-pocket health and dependent costs from income
and payroll taxes. Who needs a child care tax break more than a family
whose sponsor has been deployed?
7. Employers of Guard/Reserve personnel
-- who deserve tax breaks to help ease the burden of hiring temporary replacements
for ever-more-frequently deployed staff members. The government that imposes
these requirements on them, and expects them to keep hiring Guard/Reserve
members, needs to do more to assist them.
6. Guard-Reserve members deployed
since 9/11 – whom the government has acknowledged deserve a reduced retirement
age in return for frequent active duty callups, but has denied credit for
those called up (for multiple combat tours in hundreds of thousands of
cases) between 2001 and 2008.
5. Military families (again) – who’ve
suffered terrible family separations because of past government resistance
to manpower increases, despite predictions of a long war. Now, some congressional
leaders have proposed cutting back on manpower increases, when the only
possibility for relief is to accelerate them.
4. Severely disabled retirees with
less than 20 years of service – who forfeit most or all of their military
retired pay to fund their own VA disability compensation. Congress passed
legislation to assist the combat-disabled, but a glitch in the law stymied
relief for many. And a 100% non-combat disabled retiree has no relief.
3. Military widows whose sponsors
died of service-related causes – thousands of whom must live on an annuity
of $13,000 a year because their VA survivor benefits are deducted from
their Survivor Benefit Plan annuities. Congress’ “first-step” relief action
provided a mere $50 extra per month.
2. Separated wounded warriors –
Thousands of wounded or potential PTSD/TBI victims were separated with
low-balled disability determinations, “personality disorder” or disciplinary
discharges that limited or denied benefits. Programs are changing now,
but those already separated since 9/11 deserve reconsideration.
1. Caregivers for wounded warriors
– hundreds of mothers, fathers, siblings, spouses, and other loved ones
have had to quit their jobs, sell homes, and cash in retirement funds –
to provide full-time care to severely wounded servicemembers. The government
owes training, respite, and compensation to those who never dreamed that
a loved one’s wounding could put their own livelihood at such risk. |

Tax Man Cometh – and DFAS Can Helpeth |
The Defense Finance and Accounting Service
(DFAS) has posted the following schedule for issuing members' tax statements
for the 2008 tax year. The first date indicates when statements will be
accessible on line through myPay. The second date indicates when they will
be mailed out to those who have not registered for on-line access.

Veterans “Hand Salute”
Veterans and active-duty military not in uniform can now render the
military-style hand salute during the playing of the national anthem, thanks
to changes in federal law that took effect this month.
Secretary of Veterans Affairs Dr. James B. Peake said, "The military
salute is a unique gesture of respect that marks those who have served
in our nation's armed forces, this provision allows the application of
that honor in all events involving our nation's flag."
A change in federal law last year, authorized veterans to render the
military-style hand salute during the raising, lowering or passing of the
flag, but it did not address salutes during the national anthem. Last year's
provision also applied to members of the armed forces while not in uniform.
Normally, members of the nation's veterans service organizations
rendered the hand-salute during the national anthem and at events involving
the national flag while wearing their organization's official head-gear.
The new change, authorizing hand-salutes during the national anthem
by veterans and out-of-uniform military personnel, was sponsored by Senator
Jim Inhofe of Oklahoma, an Army veteran. It was included in the Defense
Authorization Act of 2009, which President Bush signed on Oct. 14.
The earlier provision, which authorized hand-salutes for veterans and
out-of-uniform military personnel during the raising, lowering or passing
of the flag, was contained in the National Defense Authorization Act of
2008, which took effect Jan. 28, 2008. |

14th annual Five Star Military Family Recognition Luncheon.

Military ID Card Notification Program
|
This program is designed to help Chapter members and their dependent’s
to renew their ID cards in a timely fashion. Once you and your dependents
are enrolled, you will be notified of your impending ID card expiration
date in sufficient time for renewal prior to the expiration date.
Note: Over age 75 members, who are eligible uniform family
members and survivors of deceased personnel are now eligible for Permanent
Identification Cards. Apply within 90 days of expiration of current
ID card. |

HRCMOAA Participates in the
Annual Veterans Day Parade
|
|
The parade is held in Virginia Beach and was made up of approximately
75 Units, including our Chapter. The TRADOC Army Band was the lead
off unit for the parade. The Master of Ceremonies was Chief Deputy
Dennis Free from the Sheriffs Department and the Grand Marshall was
COL
Floyd Gilbert, USA Ret. and a Chapter Member. Following the parade,
a dedication was held at the Veterans Memorial Park for the veterans whose
names are engraved on the memorial pavers. Following the ceremonies
a Luncheon was held at the Double Tree Pavilion Hotel. The guest
speaker at the luncheon was RADM Kevin Cook, USCG. ADM Cook
is the Director of Operations Command and Implementation Team. |

HRCMOAA October 24 Luncheon
|
The October luncheon was held at NAS Oceana Officers Club. The
members in attendance enjoyed a talk by Chief Deputy Sheriff, Dennis
Free.
Dennis is a native of Maryland and moved to Virginia Beach in 1978 where
he joined the Virginia Beach Police Department. While a member of
the department he served in Uniform Patrol, Beat Operations, Special Operations,
SWAT and PSO. While a member of the department he was awarded the
Silver Star, Medal of Merit, Life Saving Medal and Officer of the Year
Medal from the Sons of the American Revolution.
He left the department after 28 years of service as a Captain to accept
an appointment with the Sheriff’s Office this fall. He was appointed
to Chief Deputy and serves as the commanding officer of Community Services.
Dennis also had time to act as Director of the Naval Aviation Monument
Project on 25th Street.

HRCMOAA Toys for Tots Luncheon, 21 Nov.
|
The guest speaker was LtCol McKnelly who briefed on the operations
of the CH-46 in Iraq and Afghanistan. Their primary task was the
movement of troops in and out of numerous landing zones. He expressed
how proud he was of the troops that he was responsible for as he flew them
throughout the war zone. Chapter President, LtCol Jim Dellaripa

Officer, Marine Air Group 49, Detachment D. (shown below) |

Virginia Wounded Warrior Program
|
How can I help?
Virginia has provided a limited amount of funding for the Wounded Warrior
Program. The Commonwealth anticipates that its citizens will want to help.
The Virginia Veterans Services Foundation is available to receive contributions
to support the Program. The Foundation is an agency of the state
and is eligible to receive tax deductible contributions under Internal
Revenue Service Section 170 (c) and Code of Virginia Section 2.2-2719.
Donations are placed in the Veterans Services Fund and cannot revert to
the Commonwealth’s General Fund. In this case, they only can be used for
the Wounded Warrior Program. Donations to the Foundation are audited
annually by the Commonwealth’s Auditor of Public Accounts. This assures
that the maximum amount of citizens donations will go to our veterans and
not to administrative overhead. Information about contributing is
provided on the following page.
Contribution/Pledge of Support
Yes! You can count on my support to assist Virginia’s veterans, members
of the Virginia National Guard, Virginia residents of the Armed Forces
Reserves not on active federal service, and their family members, who are
dealing with the effects of traumatic brain disorders, combat stress, and

VCOC Quarterly Meeting
|
The 24 October meeting was held at Glenmore Country Club, Charlottesville,
Virginia and hosted by the Central Virginia Chapter. The Give Me
Ten dinner was held at the Boars Head Inn and hosted by National MOAA.
