President’s Message
The May 14 luncheon was a success. 57 members and guests listened to
Congresswoman
Thelma Drake discuss her activities in the congress related to her
role working for military personnel benefits for the active and retired.
I’m happy to report that HRCMOAA now has a Membership Chair. He is Captain
John Colgan, USN, Retired. Jack has had an exceptional naval career
which will be an asset which is sorely needed to build upon our declining
membership.
More good news. LCDR Walter Wesolowski, USN, Retired volunteered
to be the Treasurer. He has a great background in the financial area.
I had the opportunity to present five medals and certificates to Norfolk
area JNROTC high school cadets at NOB on May 30, 2007. It’s always a pleasure
to recognize young high school students who have an interest in military
careers. It made me proud to hear that the student commander of the
JNROTC will be attending the US Naval Academy in the fall.
Members of the HRCMOAA Board of Directors will participate with National
MOAA in the June 19-21 symposium sponsored by the US Naval Institute (USNI)
and the Armed Forces Communications, Electronic Information Association
(AFCEA). The function will be at the Virginia Beach Convention Center.
Our next social will be held at the Holiday Inn Executive Center on
June 21, 2007.
Special Agent John Folker will talk about drug enforcement, drugs,
gangs and terrorism.
I hope to see you all there.
Let’s make an effort to participate in HRCMOAA activities. We’re a team.

Legislative Affairs
Information provided by Jack Hilgers, Legislative Affairs Director
The responsibilities of the Legislative Affairs Director include:
Serving as the Chapter Legislative Representative to the VCOC Legislative
Committee. Coordinating the activities of the Chapter Legislative
Team which consists of the Chapter’s Director, VCOC Representative, and
the President. The team is non-partisan in party and election politics
as a condition of MOAA’s tax-exempt status. Understand
the legislative, executive, and judicial process of how issues become laws
and regulations along with how and by whom those laws and regulations are
administered. Report on legislation that has been proposed,
pending, passed or enacted at the national, state and local levels that
affect all uniformed service members, and veterans and their families.
Maintain contact with key local, state, and national legislators
in the Chapter’s area of responsibility. Participate
on service and veterans committees, boards and task forces as required.
Assist in developing or develop legislative initiatives when required.
Pro-actively support local, state, and national legislative objectives
of MOAA, the VCOC, and the Chapter.
We would like to invite any member who may have an interest in Legislative
Affairs, at any level, to step forward and participate in these efforts.

|
Key Panel Backs Disability Fix |
The Senate Armed Services Committee approved
its version of the FY2008 Defense Authorization Bill, including recommendations
to:
Increase Army manpower levels by
13,000 and Marine Corps strength by 9,000 (same as approved by the House)
Authorize a 3.5% military pay raise
for 2008 (same as approved by the House and an increase over the 3% raise
proposed in the defense budget submission)
Reject Administration-proposed TRICARE
fee and pharmacy copay increases
Eliminate the disability offset
to retired pay for all members whose combat-related wounds or illnesses
forced them into medical (Chapter 61) retirement before attaining 20 years
of service
Reduce the Reserve retirement age
by 3 months for each 90 days mobilized to active duty (Note: this
would be prospective only; that is, credit would be given only for active
duty mobilization time served after the change is enacted; it would
not retroactively cover all service since 9/11)
Require drug companies to give the
Defense Department the same discount for drugs sold through retail outlets
that DoD already receives for drugs dispensed through military pharmacies
or the TRICARE mail-order pharmacy
Require the Secretary of Defense
to establish a Family Readiness Council to improve support for and coordination
of military family readiness programs
Ease naturalization and visa problems
encountered by foreign-born spouses and children of military members assigned
overseas by treating time overseas on military orders as residence in the
US.
Require the Pentagon to continue
surveying TRICARE participation among civilian medical providers (with
special emphasis on the adequacy of mental health providers) and also require
surveys of beneficiaries to determine their degree of access to participating
providers.
Authorize $50 million in "impact
aid" to help fund civilian education systems that serve children of military
families
Modify death gratuity provisions
to allow servicemembers to designate in writing any person as the beneficiary,
and modify SBP to allow designation of guardians or caretakers of dependent
children to receive SBP
Committee leaders announced they
will be preparing separate legislation aimed specifically at addressing
problems encountered by wounded warriors and their families. We expect
deliberations between House and Senate leaders to resolve the differences
between the House- and Senate-passed bills. MOAA is pleased and grateful
to the committee for most of the newly announced provisions, especially
the increased troop levels, increased pay raise, expansion of concurrent
receipt to all combat-wounded retirees, and rejection of proposed steep
TRICARE fee increases.

Second District. As a member of the Personnel Subcommittee, she is a strong
advocate for military personnel and their families, and for military retirees.

The HRCMOAA has introduced a Military ID Card Notification Program
to help chapter members remember to renew their ID cards and their dependent's
ID cards in a timely fashion. Once you and your dependents are enrolled,
you will be notified of your impending ID card expiration date in sufficient
time for renewal prior to the expiration date. Note: Over
age 75 members, who are eligible uniform family members and survivors of
deceased personnel are now eligible for Permanent Identification Cards.

Junior Achievement Wants You!
|
Are you interested in impacting the youth of our community? Junior
Achievement of Greater Hampton Roads is looking for volunteers who
want to inspire and prepare young people for the future. Through
training provided by the JA staff, volunteers become mentors to students
in Kindergarten-12th grade by preparing them for a financially stable future
through lessons on topics such as, free enterprise, financial literacy,
ethical business practices and work force readiness. JA provides
user friendly materials at no cost to the volunteer, teacher or school.
Last year Junior Achievement of Greater Hampton Roads reached 15,080 students
with the help of nearly 500 volunteers. All funding for this non-profit
organization is provided by local businesses, grants, and individual donors
from our community with all financial support staying in local schools.
It’s territory extends from Williamsburg down to Elizabeth City.

Defense Bill Outlook
in Senate
(Latest Legislative Update)
|
With the Senate Armed Services Committee
having approved its draft of the FY2008 Defense Authorization Bill (S.
1547) the last week in May, the next step on the road to enactment of this
important legislation is consideration by the full Senate. (The full House
of Representatives already passed its version of the bill, H.R. 1585, on
May 17.)
All indications are that the Senate will
take up the bill the week before the Senate is scheduled to break
for the traditional 4th of July recess. Because the Senate bill traditionally
draws hundreds of time-consuming amendments, Senate leadership usually
schedules it for action just before a recess. That gives senators an incentive
to compromise and finish action on the amendment list in a timely fashion...or
risk having to stay in session and eat into their scheduled "home time."
Sen. Bill Nelson (D-FL) already has indicated
his intention to offer an amendment to repeal the SBP/DIC offset and implement
30-year, paid-up SBP this year. In addition, MOAA is working with other
potential sponsors on a short list of key amendments we hope to win, including
provisions to increase TRICARE fee protections, make further progress on
concurrent receipt, help restore military pay comparability, and fix GI
Bill inequities.
Later this month, once the potential amendments
are finalized and the timetable for action is solidified, we'll be sending
out alerts for MOAA members and others to urge their senators to support
them when they come up for a vote on the Senate floor. |

Memorial Day; “They Shall Not Be Forgotten”
|
|
The theme for this year’s ceremony is “Honoring the Past, Present and
Future Military.” The Mayor’s Veterans Committee organizes this event
and expresses its appreciation to all of the military commands in the Hampton
Roads area for their cooperation and continued support. The event
is held each year at the Tidewater Veterans Memorial and Veterans Memorial
Park in Virginia Beach. The Master of Ceremonies is our own COL
Floyd M. Gilbert ,USA Ret. The opening remarks were made by the
Honorable
Meyera Oberndorf, Mayor of Virginia Beach. The Keynote Address
was made by the Honorable Thelma Drake, Congresswoman from the 2nd
Congressional District. Fraternal and Veterans Organizations from
the area carried out the Laying of Wreaths Ceremony. The HRCMOAA
participated in this event with 3 members carrying the wreath to be laid

VCOC Scheduled Functions
|
The next VCOC Quarterly meeting, on 12 and 13 July, 2007, will
be held in Lexington, Virginia. The George C. Marshall Chapter will
be hosting the event. A reception will be held on the evening of
12 July with dinner at a local restaurant. The meeting will be held
on 13 July.
The October meeting will be held on the 12th and is scheduled to be
at Ft. Monroe. This is our Bi-Annual meeting, where we recognize
the Chapter members who have died during the past 2 years. The October
meeting is being held in this area to recognize the 400th Anniversary
of Jamestown Celebration. The regular quarterly meeting will be held
at 10 AM. The Dinner Meeting that evening will include the installation
of officers for the years 2008 and 2009. |

Proposed 2008
STATE LEGISLATIVE OBJECTIVES - VIRGINIA:
|
a) Strengthen Virginia NG/Reserves. (Negotiations
are underway to develop specifics.);
b) Support the Dept. of Veterans Services Strategic
Plan and Objectives. This is expected to become a major effort this
year.
c) Tax relief for NG/Reservists deployed out of state.
A sub-committee is researching this issue and working to clearly define
it.
d) Establish a credit freeze to guard against identity
theft for deployed NG/Reservists. The details are being worked out. |

Panel Says VA Disability Ratings Outdated
|
On June 7, the Veterans Disability Benefits Commission received a briefing
from the Institute of Medicine (IOM), a group established by Congress to
advise the government on medical issues. The IOM briefing recommended overhauling
the VA disability ratings and compensation schedule. The IOM said
in some cases that new understanding of medical conditions and their affects
on the human body have not been taken into account. The group also said
that new conditions like Traumatic Brain Injury are calling into question
the adequacy of the current rating system to recognize and compensate for
new injuries. The IOM panel also recommended that:
The VA and DoD consider comprehensive medical and vocational
evaluations of newly separated members.
VA rating boards have access to medical experts who can help
interpret new medical evidence.
The VA take into account the effect an injury has on the quality
of life and ability to engage in usual life activities, not just earning
capacity.
The VA establish a regular process for updating the rating schedule.
Better vocational determinations be used for the award of individual
unemployability (IU).
Eligibility for IU be based on an individual's disabilities along
with education, employment history, and the effects of age on potential
employability.
The VA implement a gradual reduction in IU compensation for those
able to return to gainful employment, rather than abruptly terminating
disability payments at an arbitrary level of earnings |
