PROFESSIONAL EXPERIENCE

Program Manager, Schick Communications, 1996-Present.  Survey client requirements for voice communications, data networks, video surveillance and backbone fiber optic distribution systems for commercial applications in multi-story and campus environments.  Design hardware configurations, distribution networks and support infrastructure, including complete material lists.  Develop budgetary and procurement cost proposals.  Implement material acquisition, installation scheduling, project management, client coordination, quality control, training, documentation, final acceptance and invoicing.  Other responsibilities include office computer and network administration and maintenance, web site design and development, custom software programming and supervision of all CAD operations.  Clients directly supported include local and federal government, education, health care and major commercial corporations.

Project Manager, TEXCOM, Inc., 1993-1996.  Manage Network Services Division.  Control day-to-day details of active contracts with multiple military and commercial agencies to provide voice and data services.  Those services include supervision of engineering and technical staff with direct involvement to design, engineer, install, test, operate and maintain integrated data communications systems, data networks, computers, voice response and telephone switches.  Clients are the U.S. Army, U.S. Navy, Veterans Affairs, NationsBank, First Union National Bank, Ford Motor Company, county agencies of Virginia and Maryland and various commercial businesses.  Responsible for work schedules, personnel supervision, resource management, budgeting, invoicing, cost accounting, new business development and bid preparation.  Collateral duties include: management and operation of the office Novell network servers on six LANs with over 100 users, a wide range of PC's, peripherals and software; Mitel 200 PBX for 125 subscribers; and programming a variety of database applications for Accounting, Human Resources and Security.

Computer Systems Analyst, Level I & II, TEXCOM, Inc., 1988-1992.  Provided engineering, analytical design and specification development of computer based switching systems for modernization at U.S. Army and Naval facilities throughout the United States.  Active involvement included research and analysis of Command, Control, Communication and Information (C3I), Telecommunications and Automated Data Processing network requirements at major military facilities.  Prepared detailed technical requirements specifications and site-specific statements of work for the procurement of computer software and digital switching systems.  Created graphic and text analysis of current environment with proposed solutions to difficult voice and data network problems.  Performed under contracts with: Defense Communications and Army Switched Systems, Fort Monmouth; Commander, Portsmouth Naval Hospital; and Commander, Office of Naval Telecommunications and Naval Electronic Systems Engineering Center, Portsmouth, Virginia.  Specific projects included: Patuxent River NAS PABX and base fiber optic network specifications; Pensacola NAS PABX and outside cable plant Statement of Work (SOW); Yorktown NWS PABX SOW; Portsmouth Naval Hospital PABX and outside cable plant; AUTODIN data requirements survey for 36 Army forts and posts; Virginia State Corporation Commission voice and data transmission system design for new building; and office Local Area Network and Security Manager.  Systems include network servers, MS-DOS and Macintosh personal computers, LAN hubs, printers, modems, FAX equipment and both Token Ring and Ethernet data cable networks.  Software includes Novell Netware 3.2 and 2.2, DOS, Windows, Macintosh and wide variety of word processing (WordPerfect, Word, WordStar), spreadsheet (Lotus 1-2-3 and MS Excel), database (dBase and FoxPro), graphics (Harvard, Freelance, Corel), accounting, CAD and other applications packages.

Principal, Clifton Furedy Information Engineering, 1986-2004.  Created computer software for various military and civilian telecommunications functions.  Included system analysis of expected work flow, design concept, writing source code, programming, compiling, debugging, field testing, documentation and training of end users.  Primary focus on database applications using dBase and FoxPro.  Installed and maintained Novell local area networks and business computers and software.

RELATED MILITARY EXPERIENCE

Chief, Technical Support Office, U.S. Air Force, 1983-1988.  Procured digital electronic telephone exchange serving telephone and data subscribers of a major international military headquarters.  Included total responsibility for budgets, design specification, contract preparation, scheduling, technical evaluation, software design, quality control and contract monitoring.  Programmed and operated 600-line NEC 2400 digital telephone switch.  Included daily subscriber coordination and training, software and hardware modifications, traffic analysis, toll billing, maintenance management, configuration control and future planning.  Designed computer and specialized office automation network architecture for various military divisions.  Included requirements validation, hardware and software specifications, and evaluation of contract proposals.  Developed complete voice and data specifications for new five story office complex.  Included surveying user needs, projecting future demands, researching equipment, cabling, conduit, loads on heat, power and floor, coordination with architects and consulting engineers, budgeting and drafting implementation schedules.  Managed complete telecommunications circuit program for largest international joint military staff in North America.  Included 10-year and annual budgets for 500+ circuits, new orders and changes, quality assurance, bill verification and coordination with international carriers and NATO agencies.

Director of Requirements, U.S. Air Force, 1981-1983.  Developed future communications - electronics requirements for 33 geographically separated U.S. Air Force field activities.  Included five-year budget, personnel changes and technical support needs for voice and data communications, air traffic control and C3I.

Chief of Maintenance/Maintenance Officer, U.S. Air Force, 1968-1981.  Managed total communications-electronic maintenance activities at five U.S. Air Force bases.  Supported systems included:  VLF, HF, VHF and UHF Radio, Microwave, Satellite, Teletype, Computer, Digital communications, Cryptographic, Telephone, Air Traffic Control, RADAR, Navigational aids and assorted other systems.  Also responsible for subordinate staff functions such as supply, quality control, training, budgeting, and administration.  Supervised staff of 130 military and 30 civilian technical specialists in wide variety of communications and maintenance skills.  Coordinated activities with the Federal Aviation Administration (FAA) and various commercial communications agencies.
