16 August 2013 Luncheon
Congressman Scott Rigell will be our guest speaker on the 16th of August. The luncheon will be held at the Atlantic Shores Retirement Community, Magnolia Room.  Congressman Rigell represents Virginia’s 2nd Congressional District in the U.S. House of Representatives.  Congressman Rigell, a member of the House Armed Services Committee, was selected as this year’s Legislator of the Year by the Virginia Council of Chapters, Military Officers Association of America.

Old Dominion University (ODU) Ted Constant Convocation Center was the site for the Annual Spring US ARMY and US NAVAL SERVICE ROTC Commission Ceremony, held on Friday 10 MAY 2013. 

The US Army's ODU Monarch Battalion is commanded by LT COL Brian Kerns, USA.   Seventeen Second Lieutenants in the US Army, Army National Guard and Army Reserves were commissioned.  The Hampton Roads NROTC Unit, commanded by Captain Thomas Halley, USN is a consortium comprised of three universities; Old Dominion University, Norfolk State University and Hampton University. The Naval Service ROTC Unit commissioned 50 Ensigns in the Navy and 8 Second Lieutenants in the United States Marine Corps.  A total of 75 students were developed morally, mentally, physically and were imbued with the highest ideals of duty, honor, and loyalty in order to commission college graduates as military officers who possess a basic professional background.  They  are motivated toward careers in the military, and have a potential for future development in mind and character so as to assume the highest responsibilities of command and citizenship.

President’s Message

Fellow Officers and Spouses:

The warm Virginia Beach weather is upon us and I hope all are enjoying it as much as we are.  Under the very competent and efficient coordination of our Community Affairs Chairman, Dave Wade, we have supported our local college Navy and Army ROTC Programs, several of our local High School JROTC Programs, the Wreath Laying Ceremony’s on Memorial Day, the High School Joint Award Ceremony and the send-off of the Veterans with the Honor Flight Program.   Our hats are off to our dedicated members who make these functions successful: Mike "Breeze" Barea, Bert Ortiz, Jim Jones, Jim Smith, Jerry Crick and Larry King "Live" - and, of course, John Vermillion who captures all in our award winning Tribute. 

Our membership numbers are dwindling even though our membership guru Larry King “Live” continues to work very hard on renewing our delinquent members and recruiting new members.  We continue to try many avenues with varying degrees of success.  We need all of us to help get the word out to all members who have not renewed and to solicit new members.  Please help tell our story – please help to get potential members in touch with Larry, me or any of our BOD members.  We need membership growth to continue as a viable organization.  Your hard working “Luncheon Team” continues to meld a diversified program with different venues to satisfy our varied interest and tastes.  Please share with us any ideas you may have in this area.  We appreciate everyone’s support and look forward to the camaraderie we enjoy each month.  Reminder – keep 21 July 2013 open for our Combined Tidewater Chapter’s Brunch.

MOAA needs our help to educate our communities about earned military benefits through letters to the editor.  Here are guidelines to boost your chances of getting in print.  1. If your letter is written in response to an article, refer to that article in the first sentence.  2.  Letters to the editor are usually about 150 words.  3.  Include your name, contact information and affiliation.  If you identify yourself as a MOAA chapter member, email MOAA’s Public Relations Department to ensure your submission is on message.  4.  Most papers will not print submissions sent to multiple publications – send to your first choice only.  If rejected send to your second choice.  5.  Use statistics to make your case, and agree with the author on some points.

A good example of a letter to the editor was written by Vice Admiral Ryan, USN (Ret) and can be found at www.moaa.org.  Email pr@moaa.org with questions or for additional help.

Probate and Estate Planning

In broadest terms – estate planning is putting together a plan that ensures your family and financial goals are achieved after you die. An estate plan deals with two types of property – probate and non-probate. The probate process can be long, complicated, and costly; tying-up and draining resources your loved ones may need sooner rather than later.  From the financial adviser’s perspective, it is often (not always) recommended to use estate planning tools that bypass probate – effectively lowering probate costs and speeding the asset distribution process.  One tool is Payment/Transfer on Death (POD/TOD). These are contracts with named beneficiaries typically used with bank and investment accounts, some states even allow joint and real assets to be titled with a POD/TOD beneficiary.  Other tools include joint ownership titling, and creating living trusts.

Most joint ownership come with “right of survivorship,” when one co-owner dies, the other will automatically be the sole owner of the account – without probate.  Some assume that there’s little difference between joint and POD/TOD accounts. Not so.  If joint titling does not include “right of survivorship,” then when one co-owner dies, their share will transfer in probate per the will, or if no will, per state succession laws.  “With,” or “without” right of survivorship, you need to keep in mind that when it comes to bank accounts, laws vary by state, and if one owner dies, there may be nothing to prevent the surviving bank account owner from changing the POD beneficiary or even withdrawing and closing the account.  As such, Joint-ownerships are traditionally used by husbands and wives and in most cases they work as intended. But for some married couples and single people, joint accounts may not be appropriate as the joint ownership could also be subject to your joint owner’s divorce decree and your joint owner’s creditors to collect on past debt.  In addition to bypassing probate, trusts provide flexibility in the operation and distribution of the estate assets long after you die. The downsides are that they can be costly to establish, fund, and operate.  But before changing the titling of assets from Living Trust to POD/TOD designation, review the proposed changes with your estate/trust lawyer to avoid unintended consequences towards the intent and operation of your Living Trust.

Another advantage of the Living Trust is realized when the maker of the trust becomes incapacitated during their lifetime and is unable to make their own decisions for some extended period of time.  Each estate planning tool has special features and inherit advantages and disadvantages and by having your financial advisor and estate attorney work together, they can provide you the best protection in life and at death.

Congressman Rigell, a member of the House Armed Services Committee, was selected as this year’s  Legislator of the Year by the Virginia Council of Chapters, MOAA and was presented the award at the luncheon.    “Budgets are running strategy” rather than the opposite, commented Congressman Rob Wittman (1st District).  “We are a great nation because of whatever our veterans have done.”  We need to make sure our troops have whatever they need and we should continue to ensure “we have the best military, best and brightest young men and women.”  Congressman Randy Forbes (4th District) commended the MOAA for what it does to keep issues of the military and veterans in the forefront in Congress and especially in our state.  “This is not about statistics and numbers,” he said. “But about real men and women who are giving their best and their lives every day.”  Both Congressman Bobby Scott (3rd District) and Congressman Bob Goodlatte (6th  District) discussed the effects of Sequestration, the need to look at the entire budget and the fact that while not all members of the Virginia Delegation agree on every issue, they are able to work together to bring solutions. 

HRCMOAA ROTC Scholarship Fund
HRCMOAA is committed to funding  the MOAA scholarship fund at $25,000 in five years.  That translates into $5,000 per year.  The contributions come primarily from membership donations. 

Members may submit to the chapter treasurer, LT Stephen Hackney, USN-Ret at 1736 Rally Dr. Virginia Bch, VA 23454-1233 or in person at our luncheons.   The checks will be consolidated and submitted to MOAA who will send receipts to the donors. 

Members who already donate to the national MOAA Scholarship may continue to do so.  You just need to note on the check that it is for the Hampton Roads Chapter ROTC Scholarship Fund.  MOAA will continue to send receipts to the donors.

Military ID Card Notification Program
This program is designed to help Chapter members and their dependent’s  to renew their ID cards in a timely fashion.  Once you and your dependents are enrolled,  you will be notified of your impending ID card expiration date in sufficient time for renewal prior to the expiration date.

Note:  Over age 75 members, who are eligible uniform family members and survivors of deceased personnel are now eligible for Permanent Identification Cards.  Apply within 90 days of expiration of current ID card.

The chapter completed 16 planned activities during the second quarter.  Our close affiliation with local colleges  and  high  schools continued with  presentations of  gold bars at commissioning ceremonies at three local universities and presentations of the MOAA Leadership medals to ROTC cadets at  the three university programs and to JROTC cadets at ten high schools in  six ceremonies.  Ninety ROTC cadets received gold bar sets and 57 elected to participate in the Basic Membership of MOAA.  We continue to expand the participation of chapter members in these presentations. 

A check was presented to the non-profit Pillows for Pockets (PFP) which continues to provide specifically designed pillows which fit in the BDU pants pocket to thousands of active members of the Army serving in combat zones. 

Memorial Day Celebrations
The HRCMOAA participated in two Memorial Day observances, one in Chesapeake Virginia at the Veterans Memorial located in front of City Hall and the second observance was held at the Tidewater Veterans Memorial in Virginia Beach.  This observance was presented by the Virginia Beach Mayor’s Veterans Committee.

Approximately 40 organizations presented wreaths at this celebration.  COL Floyd Gilbert, USA-Ret was our Master of Ceremonies.  Opening remarks were by the Honorable William D. Sessoms Jr., Mayor of Virginia Beach.  The Keynote address was presented by ADM William E. Gortney, USN, US Fleet Forces Command.

17 May Luncheon
Chapter President COL Jim Edge presents the Jefferson Cup to our guest speaker Thelma Drake (above).  Thelma is the director of the Department of Rail and Public Transportation.  She provided our members with an update on all of the transit systems, human services, commuter rail and light rail.  A new vision would include fast ferry service.  She pointed out an interesting statistic that shows the Hampton Roads area with a 90 % drive alone rate.  In the future is improved Amtrak Service to Lynchburg, Richmond, Norfolk and Roanoke.  A high speed rail plan will includ service from DC to Richmond, Petersburg, Atlanta, and Jacksonville with a spur to Norfolk.

Summer Brunch Mixer 21 July 2013
The Portsmouth Chapter and your Hampton Roads Chapter of MOAA are hosting a brunch mixer at the Virginia Beach Resort Hotel and Conference Center on the 21st of July 2013 beginning at 1100.  All members are cordially invited to  attend.

26 April Luncheon
Our guest speaker was Mr. James Cody, VA Hospital Public Affairs.   He discussed the reasons to use the VA for your health needs, and  how to file.  The VA Medical Center services over 40,000 veterans.  Mental health  issues are huge, particularly PTSD sufferers.  COL Jim Edge, our president is shown above presenting Mr. Cody with the Jefferson cup. 
CAPT David Yacavone, USN MC-Ret. (above) provided some additional information on the VA Hospital in Hampton prior to our guest speaker's arrival.  He discussed how to file for VA benefits.  Make an appropriate claim with the required documentation to include your DD-214. 
Chapter President COL Jim Edge presents a check to Operation Pocket Field Pillows director Carol Armstrong.  Carol provided chapter members with an update on the PFP operation.  The operation will continue as long as we have troops in the Middle East.  So far 17,000 field pillows have been shipped to the deployed troops.
